Mike Phenenger is the treasurer of the Florida chapter of the American Civil Liberties Union. He's also a retired Army intelligence officer. He is a critic of the USA Patriot Act, which was passed by Congress shortly after the terror attacks of 9/11/01. Phenenger says that the Act relies on secrecy and a curtailment of Bill Of Right protections that have been a hallmark of American democracy for more than 200 years. He is also a critic of Patriot II, the TIPS program and the Total Information Awareness Network programs being advanced by the Bush administration.
