Ellen Shaffer, the co-director of the Center for Policy Analysis, an independent organization conducting research and advocacy in the interest of public health, talks about the proposed changes in social security in the context of the present budget discussions. She explained the chained- CPI which is the proposed new standard to determine cost of living increases. She pointed out how statistics have shown that, on average, this will be 0.3 percent less than the present levels. She is concerned of the adverse impact this will have on seniors and others who depend on this financial source as their only or main source of income.
