After almost two years of consideration, Hillsborough County commissioners passed an anti-tethering ordinance today. The approved language allows pet owners or handlers to tether a dog only if the animal is under direct supervision. Commissioners chose that language because they said it was less ambiguous and more enforceable than a previous draft.
