A nascent group of voting-rights activists want to bring a "top-two" voting system to Florida, which means essentially changing the closed primary system. Currently in Florida law, only registered Republicans can vote in Republican primaries, registered Democrats can only vote in Democratic Party primaries, and independents or non-party-affiliated votes are left in the cold.
Top-Two voting would change all of that, and is currently the law in Washington state and California.
