Why are Tampa's greenhouse gas emissions so high?

Tampa’s population is just 335,000, but its carbon footprint is similar to cities with twice the population. That’s according to an article in today’s Tampa Tribune.

Tampa’s municipal government emits 246,000 metric tons of greenhouse gases. That’s more than Boston, which has nearly twice the population. The entire Tampa community emits 8.9 million metric tons of greenhouse gases. That’s only a little less than Baltimore, another city that has nearly twice Tampa’s population.
