On primary election day in Tampa, Elaine got a provisional ballot instead of a regular ballot because she forgot her photo ID.

Florida voters need to bring picture identification to the polls. One voter learned that the hard way Tuesday morning at a precinct in east Tampa. Inside the Cathedral of Faith Church on North 30th Street, Elaine – she did not want to give her last name – was surprised to learn she could not vote on a regular ballot because she didn’t bring picture ID.

Elaine was given a provisional ballot instead. They are evaluated separately from other ballots and counted if the canvassing board determines the person is eligible to vote in that district.
